The Office of State Ethics ("OSE") is an independent regulatory agency of the State of Connecticut that promotes integrity in government by providing legal advice, guidance and education to public officials, state employees, lobbyists, and state contractors; by interpreting and, when necessary, fairly and impartially enforcing the Codes of Ethics (Chapter 10, Connecticut General Statutes); by administering the lobbyist and financial-disclosure filing systems; and by providing the public with access to non-exempt information.
The OSE is currently seeking a Staff Attorney 2 for its Legal Division located at 18-20 Trinity Street, Hartford, Connecticut. The position is full time, forty hours per week, Monday through Friday and may require travel. Under the direction of the OSE General Counsel, this position will be responsible for performing the necessary tasks associated with the operation of the Legal Division, including, among other things, providing written and verbal advice to public officials, state employees, lobbyists, and state contractors; drafting advisory opinions, declaratory rulings, informal staff opinions, legislation, regulations, publications, and other legal documents; and representing the OSE in administrative and judicial proceedings.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
STAFF ATTORNEY 3: Three (3) years of experience in the practice of law at the level of Staff Attorney 2 in the same state agency.
- Demonstrated interest or experience in the core mission of the Office of State Ethics;
- Knowledge of the Code of Ethics and the Uniform Administrative Procedure Act;
- Outstanding interpersonal skills;
- Excellent legal writing skills as evidenced by law journal membership or law clerkship in state or federal courts;
- Experience developing and drafting legislation and regulations, and knowledge of the processes and procedures for submitting proposed legislation and regulations;
- Experience working in a confidential environment;
- Demonstrated ability to work in a team setting;
- Excellent communication skills and public speaking experience
2. May be required to travel.
